Process, conditions, and sources
- Lottery (low-number) plates:
- These can go only to immediate family or a person with a significant personal relationship.
- Form: Application for Lottery Plate Re-assignment, with a notarized statement.
- Vanity plates: The reassignment form covers lease situations. The RMV has also allowed some passenger plates to be reassigned between people, so ask the RMV whether vanity plates qualify.
