New York: transferring a plate to another person
Yes
How To Accomplish
FS-6T storage + transfer letter → MV-404
Transfer permission is not necessarily permission to accept payment.
Confirm current requirements for your plate type with the issuing agency before proceeding.
Process, conditions, and sources
- Steps:
- Surrender the plates at a DMV office and ask for them to be stored. You’ll get an FS-6T receipt.
- Give the buyer a copy of the FS-6T.
- Mail the Custom Plate Unit a packet containing:
- a letter transferring all rights to the buyer,
- a copy of your license,
- a copy of the buyer’s registration, and
- the fee ($35 for Empire State plates).
- The DMV mails registration documents and MV-404 to the buyer, who picks up the plates at the same office.

Before arranging a transfer
- Confirm whether transfer to this recipient and payment are permitted.
- Ask which forms, fees, plate classes, and vehicle-transfer conditions apply.
- Confirm how the agency protects the requested configuration during the process.
- Get the agency’s instructions before releasing your rights or paying the other person.
